Shri Kamran Rizvi, IAS, is the Chairman & Managing Director, Housing and Urban Development Corporation Limited. Shri Rizvi is an Indian Administrative Service (IAS) officer of 1991 batch Uttar Pradesh cadre.

Shri Rizvi, did his B.Tech and M.Tech in Mechanical Engineering from IIT Delhi and subsequently joined Indian Civil Services. Shri Rizvi, has to his credit, rich experience of over 30 years of service as Civil Servant, serving in various important capacities both in the State and the Centre. In the State of Uttar Pradesh, he served important Ministries and departments in various capacities and some remarkable positions include Principal Secretary, Secretary, Development Commissioner, Commissioner, Director General, Chairman and Managing Director, Secretary to the Chief Minister.

Subsequently, Shri Rizvi joined the Government of India’s Ministry of Rural Development, first as Joint Secretary and then elevated to Additional Secretary in the Department of Rural Development and hugely contributed to the World’s largest employment programme i.e. MGNREGA by using ICT and Innovation. Presently, Shri Rizvi is serving as Additional Secretary, Ministry of Housing and Urban Affairs, Government of India.

Shri M Nagaraj, is the Director(Corporate Planning) of our Company. He is a qualified Cost Accountant & Company Secretary and also a certified Banker having qualification of CAIIB. He holds Post Graduate degree in Management i.e., MBA with Specialisation in Finance.

He has varied experience of over 32 years in multitude of sectors such as Housing, Infrastructure Finance, Skill Development & Micro Finance in Social Sector, and International Trading. He has strong fundamentals in Managerial Capabilities and e-governance for corporate sector.

Prior to joining HUDCO, he was Chairman-cum-Managing Director of PEC Limited (formerly Projects and Equipment’s Corporation of India Limited) under the Ministry of Commerce and Industry.

Prior to that, he was Managing Director in National Safai Karmacharis Finance and Development Corporation (NSKFDC) under the aegis of Ministry of Social Justice and Empowerment.

Before that, he was Director in IIFCL Projects Limited (a group company of India Infrastructure Finance Company Limited) and also General Manager in IIFCL under Ministry of Finance, handling the Portfolios of Project Finance especially Take-out Finance Scheme of IIFCL, Board Secretariat, Vigilance Activities, Business Development, etc.

He had started his career with Housing and Urban Development Corporation Limited (HUDCO) as Management Trainee and worked in various capacities upto Deputy General Manager for about 20 years before joining IIFCL.

Shri D Guhan, is the Director (Finance) of our Company. He has been associated with our Company since May 1, 1987 initially selected as Trainee Officer (Finance).

He is a fellow member of Institute of Cost Accountants of India. He also holds a Bachelor’s Degree in Commerce (Honours) from Delhi University, Master’s degree in Commerce from University of Rajasthan, Post Graduate Diploma with a commendation in second position in order of merit in Housing, Planning and Building from Institute of Housing and Urban Development Studies, Rotterdam, The Netherlands. He was conferred Honours Diploma in Network Centred Computing, with excellent performance evaluation from National Institute of Information Technology (NIIT).

He has over 34 years of rich experience in our Company of working in Corporate and Regional Offices at different capacities in all the departments of Accounts, Finance and heading the Regional Office. He has wide exposure in credit appraisal of Project Finance of Housing and Infrastructure projects.

He has handled multiple assignments, including, resource mobilization, hedging of foreign currency exposure, loan accounting, treasury management, compilation & preparation of balance sheet, investor relations and IPO management.

Shri Amrit Abhijat, IAS, is a Government Nominee Director of our Company.

Shri Amrit Abhijat,is an IAS officer of the 1995 batch from Uttar Pradesh Cadre. He holds a Post-graduation degree in History from Kirori Mal College, Delhi University, MA in Developmental Studies from the University of Sussex, UK. He has also done Courses, in Environmental law and Rural Development amongst others.

He has over 22 years of experience in administrative functions. He served in various capacities, namely Secretary in the Ministries of Home, Information, Technical Education, Tourism and Agri-marketing in the Government of Uttar Pradesh. In the past he held various important positions of Sub Divisional Magistrate, Development Officer, Chief Development Officer and District Magistrate in cities like Allahabad, Kanpur, Agra and Muzzafar nagar in the State of Uttar Pradesh. Shri Abhijat taught for a brief period in the Khalsa College, Delhi University.

Presently, Shri Abhijat is serving as Joint Secretary and Mission Director, Ministry of Housing and Urban Affairs (MoHUA), Government of India, looking after the ambitious scheme of Housing for All/Pradhan Mantri Awas Yojna (Urban).

Shri Abhijat has been appointed as Part-time Official Director on the Board of Housing and Urban Development Corporation Limited (HUDCO) with effect from 1st June, 2018.

Shri Shyam Sunder Dubey, an Indian Civil Accounts Services Officer (ICAS) of 1989 batch is Joint Secretary & Financial Advisor in the Ministry of Housing & Urban Affairs (MoHUA), Government of India.

Shri Dubey is B.Sc. (Biology), M.Sc. (Psychology), M.Phil. in Strategic affairs and national security as part of long-term training from National Defence College and holds Post Graduate Diploma in International Business from Indian Institute of Foreign Trade, New Delhi. He has over 30 years of rich, varied and multi-disciplinary experience in the field of Public Financial management, Programme/Project Management of managing GoI’s welfare schemes, i.e., PDS, Accounting, Performance and Efficiency Audit of schemes, Budgeting, Public Expenditure Management and Procurement.

In the past, Shri Dubey served in various important position with different Ministries like Financial Adviser, Bank Note Press, Ministry of Finance, Deputy Secretary in Ministry of Food, Consumer Affairs and Pubic Distribution, Head, Procurement and Logistics, UN World Food Programme, Chief Controller of Accounts, Department of Industrial Policy and Promotion and also in Ministry of Housing and Urban Affairs.
